Edit the support portal so timestamps note that the time is UTC -or- use the customer's time zone.

When a customer views tickets in the support portal, all timestamps are in UTC, but this is not noted. As an example my comment shows "Today at 7:34 PM." There is no indication that this is UTC or local time. At the least make a small edit to your portal to note UTC after all timestamps.
