Move support ticket reply box to top

With the new support system, the reply field is now at the bottom of the replies.

This is fine, except the replies are ordered "newest first", so you need to scroll past all the older replies to get to the reply field.

So from a UX point of view, I'd think it's better to move the reply field to the top.
