It would be interesting to give you a module whmcs, it is possible to resell the plans cloud of Digital Ocean.
The API does not return the droplet IP or password when it is created so you can't send the login details to your clients.
There is also no method to view server stats (disk, memory or bw) so your clients would not be able to view these details.
I cannot see this being done until digital ocean change and improve their API.
I plan to create WHMCS module for DO, hope I have much more free time, so I can complete this project soon. Once finished, I'll throw some update here.
I'd say if someone wants to integrate with the API go for it :)
But our development resources are focused on building out our core product and there are just too many partnerships that we don't really see as a direct fit to our core service of providing IaaS.
I may have missed it with that reply :-). I don't think licensing would come into play unless the WHMCS module was released commercially. I think the OP was simply looking for a way to connect WHMCS to DO and allow clients to purchase VPS's from within WHMCS using a module created by DO to allow them to resell services.
If a module existed, it would simply allow resellers to automate their businesses, which I believe is the ultimate goal here. I know there's modules for Linode to do the exact same thing and given that you already have an existing API in place, it'd definitely be a welcome addition.
A module for HostBill (http://hostbillapp.com) would also be just as nice :-).

Our current position is to avoid being a man in the middle when it comes to reselling additional services because it adds a large overhead of licensing and usually increases support volume when a specific license has issue.
So for now we are recommending that customers just install whatever software they like and go direct.
I think the OP was looking for a WHMCS drop-om module that would integrate with DigitalOcean and allow them to resell cloud instances as their own through their WHMCS installation, not just install WHMCS/CPanel :-).
Having a WHMCS module that would allow services to be seamlessly resold would indeed be very nice.
You can install WHMCS or cPanel because you have full root access to the virtual servers and if you choose to resell service plans as your own provider.
You won't be notified about changes to this idea.
