Allow delegation of account access

It would be great to be able to delegate access to one's account (or portions thereof) to other DO members. For example, this would allow a client to keep control and billing of droplets under their account, but delegate the ability for a developer to restart and snapshot droplets on their behalf.

That doesn't sound completely necessary. You can give others SSH access, which should be all they really need for most things. The few things that they would be restricted to doing (like hard reboots, making snapshots and configuring DNS) shouldn't be so urgent that they can't just ask the vps owner to do it for them, especially since those aren't things that you would typically need to do very often.

I don't mean to say it's not something that could be nice to have, but I'd rather see more time invested in other ideas that are more necessary and would be useful to a larger crowd, like resource meters, than an idea like this, which wouldn't even be used by a lot of people, and the people who would use it could easily go without, if they needed to.
