Throttle new user registrations until the service is under control

I love DO, so please take this constructively. The core services, such as provisioning, backups, etc have all become considerably less responsive and harder to anticipate over time. Until you get the core service under control, perhaps you should throttle new registrations until the stack has a chance to catch up to any backlogged requests, or hardware is installed to handle the increased load.

We've added a ton of new capacity over the past couple of months. Sometimes gauging growth can be hard and we've done our best to accomodate both on the physical infrastructure side as well as with hiring.

We hope that it reflects in our service offering and we'll continue to improve all aspects of stability and response times, whether infrastructure related or human.
