Use local timezone on droplets

Or determine the user's timezone via JavaScript and show the time in that timezone.

Alternative, at least show UTC times with the string 'UTC' after them, as it's not obvious times are UTC otherwise.

    There are two related requests that have gotten a bit conflated, timezone settings on droplets and timestamps on DigitalOcean web pages. In order to clarify, let's use this one for settings on droplets and the following one for web pages:

    I had another unrelated suggestion that was mistakenly merged with this one:

    Some of the default images are configured with for example a EDT timezone. That's a poor choice, in my opinion, since digitalocean offers a lot of non-EDT timezone locations to customers in non-EDT locations. A better default would be UTC.
