Add CORS support to the API

Currently https://api.digitalocean.com/ does not respond to OPTIONS/CORS XHR requests. It would be nice to have that ability. For a good mainstream example, api.github.com supports cross domain XHR.

This simply requires the API to return "Access-Control-Allow-Origin: *" as a header.

    Hi! I'm glad to say that we've recently released version 2 of our API into public beta. This version has added a lot of functionality to make it simpler for developers to build apps including OAuth support and CORS support.     Without the header it's impossible to create a webapp based on the API. Please add it.
