When shutdown the VPS, the user will not pay for it.

When shutdown the VPS, should stop billing.

    Powered-off droplets are still charged. Your droplet's disk, RAM, and IP address are all reserved while the droplet is off. If you would like to save a droplet for future use, take a snapshot of it and then destroy it. You will be able to create a new droplet from the snapshot image anytime to bring it back online.

    Well , This isn't Amazon. In amazon , you can detach your EBS or rather , have your " Harddisk" without a CPU attached to it.

    I believe , things here work differently, even if you shut it down, it's still your instance. The solution to this is , Shut Down, Snap Shot, Destroy. If you want to run it again, Launch your Snap Shot.

    55 Seconds to launch isn't very long in my opinion.
