Do not send root password if using snapshot

After transferring a droplet using a snapshot, I was still sent a (invalid, because I changed it last time) root password to my email.

    Hi! When a snapshot is made, the root password should be reset. This allows you to do things like transfer that snapshot to another user without needed to change passwords. If you see this again, please open a support ticket. The emailed password on a restored snapshot should work. https://cloud.digitalocean.com/support Thanks!
