SSH Keys > PermitRootLogin without-password

Hellom

I just started with using SSH Keys.
When i create a Server with SSH Key everything works fine, but i noticed that "PermitRootLogin yes" doesnt change to "PermitRootLogin without-password" so you can only login with a working SSH Key.
Is it possible to make a checkbox for this when you start a server?

I think the best thing would be to create a key for a specific user and can block access Root, as far as I understand now the panel is possible asocial a key only for the root
