Inform non-massive issues in status page

Right now I find it exceedingly difficult to find out about non-massive scheduled and unschedule downtime.

Team accounts only notify their owners (I've got a client for whom I administer a droplet).

Status pages do not reflect non-massive downtimes. Today there's a scheduled maintenance for routing issues affecting "a few racks" in my region, and nothing shows up in status pages / twitter feed.

These two things combined make it unneedingly difficult to know what's happening and seriously affect using DO.

Please start informing non-massive issues in status pages.
